State Fiscal Stabilization Fund (SFSF) - $53.6 Billion

Most SFSF will be distributed to states based on relative population of 5-24 year olds and the state’s relative share of total population of U.S.  MA must distribute these funds based on the primary education funding formula:

    • $39.8B - Restore State Education Funding through the state's primary K-12 Funding Formula
    • $8.8B - Public Safety and Government Operations (may include assistance for K-12 education and renovation or repair of K-12 public school facilities)

Secretary Duncan has discretion over some funds:

    • $4.35B - "Race to the Top" Grant to states making the most progress in improving student achievement and implementing Sec. Duncan's SFSF principles and priorities
    • $650M - "Investing in What Works" and Innovation Fund awarded directly to LEA’s that have made significant gains in closing achievement gaps and serve as models of best practices.  The 2010 awards will be made in two rounds—the first in late fall 2009 and the second in the summer of 2010.  Specific criteria and requirements to be determined.  This could be a big area of opportunity for charters!  Stay tuned…
